- Central Region Water Board is a statutory corporation legally mandated by the Waterworks Act No. 17 of 1995 to provide water and sanitation services in all towns and market centers in the central region except Lilongwe City
- Applications are invited from suitably qualified and experienced persons to fill the following vacant positions within Central Region Water Board.

- 1.0 Quality Assurance and Environment Manager (CRWB 3)

- Purpose of the job
- Provides guidance and Water Works quality control and technical backstopping; and enforces Board’s by-laws and standards for the design and implementation of water supply distribution activities

- Key duties and responsibilities
-
- a) Provides leadership for the formulation of Quality assurance and Environment strategy and annual Quality assurance programs to ensure that the function contributes effectively and efficiently to the Goals of the Board.
- b) Participates in the formulation of departmental budgets and manages resources allocated prudently and in compliance with financial policies and practices.
- c) Conducts training needs analysis annually and develops a training calendar to meet training and development needs for good job performance of staff. This also include coordinating the conducting of training programs for Quality Control staff .
- d) Administers performance management system processes for the cadre of Quality Control and Environment in order to evaluate their performance on continuous basis.
- e) Supervising subordinates to ensure provision of acceptable level of water quality, logistics and mobilization related services.
- f) Coordinating the conducting of sensitization sessions on Quality control and environment strategies, arrangements and developments for the benefit of water consumers and stakeholders periodically to ensure that they are able to adhere to requirements and standards laid down.
- g) Consolidating and submitting to the authorities daily, weekly, monthly and annual reports relating to general trend of water quality assurance and environment activities relating to water works, water treatment, production and distribution including environmental conservation and the challenges and successes encountered during the period under review
- h) Prepares draft By-Laws, Quality Control and Customer Care enforcement and promotional plans and programmes for submission to management for consideration to ensure that the Board has up to date strategies on water quality standards.
- i) Supervises implementation of By-Laws, Quality Control and Customer Care programmes.
- j) Carries out appraisal of all water systems including the domestic systems of new applicants to verify adherents to design and standards
- k) Promotes implementation of Board By- Laws, Sanitation standards and Customer Care policies and review of same
- l) Conducts periodic water tests to verify treatment and hygiene standards adherence of the Board
- m) Participating in conducting water supply survey programs organized from time to time by the relevant Divisions to ensure that reports are made available on time.
- n) Participating in scouting for new or additional water users in engaging potential stakeholders into consultations and negotiations with a view to obtaining substantive market surveys and commitments to transact Board water
- o) Answering queries related to water quality control assurance and environment referred to him/her

- Qualification

- Master’s degree in Chemistry, or Environmental Science or any related field plus at least 4 years’ experience at Quality Assurance and Environment services
- 2.0 Operations Manager (CRWB 3)
- Purpose of the job
- Provides guidance and Water Works quality control and technical backstopping; and enforces Board’s by-laws and standards for the design and implementation of water supply distribution activities

- Key duties and responsibilities

- a) Take charge of the day-to-day water production and supply services that lead to the implementation the Board’s business of water sales by ensuring that the day-to-day operations of water business run smoothly
- b) Creates closer collaboration relationships other department/divisional heads especially zone and scheme managers.
- c) Ensures that effective methods are put into place so that water production and supply services of the Board run to its maximum productivity.
- d) Handles the logistics of water production and supply in respect of organizing, consolidating operation budgets and inventories, and overseeing the development of operations staff.
- e) Harnesses a working environment which encourages team work, energy and creativity in water production and supply through the use of his/her strong leadership and excellent problem-solving skills along with good communication skills.
- f) Provides feedback, training, and other team development exercises to staff under him/her.
- g) Ensures the staff members they recruit for operations services are quality and customer-oriented staff.
- h) Ensures hard work among employees in the operations division, zones and schemes in order to achieve customer satisfaction and consistent growth in revenue.
- i) Improves the working environment and business processes of the Board in respect of water production and supply services of the Board.

- 3.0 Corporate Planning Officer (CRWB 4)
- Purpose of the job
- Provide Corporate Planning services

- Key duties and responsibilities
- a) Analyses and evaluates recurrent cost implications, manpower constraints, resource constraints and macro -economic management and recommends appropriate remedial actions
- b) Assist in economic analysis of projects and programs and forecasts realistic disbursements, expenditures and spending time tables and then monitors performance in the execution of the projects and programs.
- c) Identifies areas of research and provides guidance in ensuring collection, analysis and organization of data on Board services to inform on the state of water production, supply and water tariffs
- d) Coordinates data collection, appropriate data capture, data storage quality control and data analysis
- e) Performs economic analysis to determine the contribution of each zone/scheme programs to the economy of the Board.
- f) Coordinates the monitoring and evaluation of service delivery of the Board’s technical, financial and human terms and makes recommendations for improvement
- g) Participates in formulating departmental budgets and managing resources allocated prudently and in compliance with financial policies and practices.
- h) Compiles topical and generic reports for submission to management
- i) Provides technical guidance to the Board on issues of economic and development planning

- 4.0 Senior Engineer (Planning) CRWB 4
- Purpose, Roles and Responsibilities
- Provide corporate planning services.
- Key duties and responsibilities
- a) Organizes programs that lead to the identification, assessment and monitoring of both ground and surface water sources
- b) Coordinates teams in conducting water supply feasibility studies through surveys, data gathering, analysis and producing related reports.
- c) Assists in the evaluation of Projects execution done by Project management division.
- d) Produces monthly work progress reports.
- e) Attends various relevant meetings with stakeholders to represent interests of the Board and responds to complaints and queries related to planning matters
- f) Provides technical guidance to the Board on issues of engineering corporate plans.
- g) Provides technical guidance in policy analysis and review; monitoring; evaluation and research; program planning and budgeting;

- 5.0 Fleet Management Officer (Grade CRWB 5)
- Purpose, Roles and Responsibilities
- Provides fleet management services
- Key Duties and Responsibilities
- a) Takes charge of the provision of Transport office services in the Board including transport fleet management, car tracking system and analysis of the extracted data.
- b) Maintains vehicle records and evaluates vehicle performance and fuel consumption
- c) Ensures that Board vehicles are in good working conditions all the time
- d) Ensures that vehicle insurances are renewed timely, and all road documentation are renewed timely and up to date
- e) Processes vehicle insurance claims and addresses all road disputes and cases
- f) Prepares fleet management annual budget estimates and monitors expenditure trends for reporting to management
- g) Prepares vehicle preventive and routine maintenance schedules and enforces their implementation.
- h) Prepares monthly fleet management reports for management decision making

- Minimum Academic qualification
- a) A least a degree in Fleet management or equivalent qualification from a recognized institution plus at least two years relevant experience
- 6.0 Revenue Assurance Officer (CRWB 5)
- Purpose of the Job
- Ensures the completeness and accuracy of reported revenues, trade and other receivables;

- Key Responsibilities and Duties
- a) Assists in the preparation of revenue and receivable forecasts for incorporation into corporate performance management plans and budgets;
- b) Prepares debtors and collections reports for setting collection targets;
- c) Oversees the reconciliation of general ledger control accounts for revenue and trade and other receivables on a monthly basis;
- d) Verifies journal entries for posting;
- e) Prepares audit schedules in support of financial statements;
- f) Ensures the reconciliation of debtor’s suspense accounts for cash collecting agents (MPC, AIRTEL, TNM, NBS, FDH, NBM and cash offices)
- g) Consolidates customer billing data on a monthly basis to facilitate analysis to identify trends in sales;
- h) Oversees the reconciliation of prepaid sales and debtors in the prepaid billing system;
- i) Coordinates and participates in revenue collection activities;

- 7.0 Standards Compliance Officer. (CRWB 5)
- Purpose of the job
- To ensure compliance of the Board’s set by-laws by customers for effective and consistent water supply in the Zone’s Water Supply Areas.
- Key Roles and Responsibilities
- a) Takes charge of work programs related to Bye Laws enforcement, water quality control and Environmental policies enforcement functions at zone level.
- b) Plans, organizes and coordinates By-Laws Inspection programs in the Zone to minimise infringements.
- c) Conducts civic education to consumers to ensure they are conversant with the By-Laws
- d) Attends to customer queries and complaints and assists them accordingly so as to maintain good customer relationship
- e) Enforces compliance of Bye-Laws in liaison with schemes’ Bye- Laws staff.
- f) Inspecting household and institutional water supply fittings and installation and certifying their conformance to acceptable standards
- g) Ensuring that means of tracking down illegal connections in the Water Supply Areas are properly devised and applied.
- h) Takes water quality laboratory tests and water audits to check compliance with set water standards and quality.

- Diploma in Plumbing plus Malawi Advanced Craft Certificate in Plumbing plus at least 3years work experience in a similar job
- 8.0 Administrative Assistant (CRWB 7) 2 positions

- Purpose of the job:
- To provide secretarial and administrative services at Zone Office.
- Key Roles and responsibilities
- a) Takes dictation, transcription, and composes correspondence for the Zone Manager.
- b) Handles telephone calls for the Zone Manager’s office.
- c) Keeps the Zone Managers diary.
- d) Arranges appointments and engagements and assists in planning the Zone Manager itinerary.
- e) Makes and coordinates Zone Manager’s travel arrangements.
- f) Indexes Zone Manager’s business correspondence.

- Purpose of the job
- Provide customer services in a timely and properly manner in line with billing cycle and ensure accuracy in unaccounted for water (UFW).

- a) Takes charge of meter reading services in the scheme including the formulation and implementation of meter reading programs
- b) Supervises and allocates meter reading jobs to junior staff in the section and monitors their performance
- c) Collects and compiles meter readings for submission to Scheme Cashier in batches.
- d) Sorts out and dispatches /distributes water bills to customers.
- e) Carries out disconnection exercises on overdue water accounts
- f) Conducts door to door sensitization campaigns on water usage and handles queries and complaints in the process

- 10.0 Mechanic (CRWB 8)

- To maintain Board’s vehicles, motor cycles and gensets

- Key Duties and Responsibilities
- a) Receives vehicles for repair and maintenance services
- b) Inspects and examines vehicles to identify and verify faults for repair
- c) Prescribes nature and scope of repair or maintenance vehicles require
- d) Determines repair or maintenance materials to be acquired for the repair/maintenance
- e) Prepares job card for repairs/maintenance jobs
- f) Carries out vehicle repairs/maintenance jobs
- g) Tests drive repaired/maintained vehicles

- b) Man’s water in – take, pumping plant, water treating plant and water tanks as per given work shifts and carries out water pumping and treatment activities.

- d) Conducts routine pump performance tests and power factor connection inspections for the pumping stations to ensure optimum performance
- e) Carries out minor maintenance of water works up to tank areas
- f) Records daily operational statistical data

- Minimum qualification and experience
- Malawi School Certificate of Education with a credit in English and Mathematics plus Advanced Certificate in General Fitting or mechanical or electrical or plumbing

- Key Responsibilities and duties
- a) Assists in manning water in – take, pumping plant, water treating plant and water tanks as per given work shifts and carries out water pumping and treatment activities.
- b) Assist in repairing faulty or breakdown pumps, main pipes, tanks or any mechanical or electrical equipment
